Neil McLeod Manager of Market Access Coordination/New Zealand Ministry for Primary Industries (MPI)
Neil McLeod is the Manager of Market Access Coordination in the New Zealand Ministry for Primary Industries (MPI) which includes in its responsibilities the national regulation of production, processing, domestic distribution and export of food and related products.
The Market Access team plays a particular export and liaison role for New Zealand’s trade in animal products, particularly including meat, dairy and seafood products and other animal-derived items, but it also includes responsibilities for other food products exported to world markets. Central to MPI’s work in the food sector is the approach adopted by New Zealand and trade partners to obligations arising from the World Trade Organisation (WTO), and particularly the WTO Agreement on the Application of Sanitary and Phytosanitary Measures (the SPS Agreement).
In addition to managing the team performing the day-to-day functions, he conducts MPI negotiations with foreign counterparts and has represented New Zealand at Global and Regional Forums of food safety regulators and represents MPI in other international meetings. This includes involvement in negotiation of the SPS Chapters of New Zealand’s free trade and related agreements, and conducting seminars on implementation of WTO SPS obligations, especially in the practical application of the principles of equivalence.
Before joining MPI’s predecessors the Ministry of Agriculture and Forestry in 1995 and the New Zealand Food Safety Authority in 2001, Neil McLeod served in the New Zealand Ministry of Foreign Affairs and Trade. He has worked on political affairs, and economic and trade policy in posts in Japan, the South Pacific and Europe, and, in the head office in Wellington, on development cooperation, public affairs and the South Pacific and North Asia.
Aged 66, Neil McLeod has university qualifications in modern languages and economics, and has undertaken a two-year post-graduate intensive training course in the Japanese language. | |
